Situation on enforcement of law regarding health services provisions
for persons with disabilitiesin Thailand

Abstract

This research aimed to conduct the "Situation on enforcement of law regarding health services provisions for persons with disabilities in Thailand". The objectives of this study were to: 1) study the knowledge and understanding of the applicable law or health policy; 2) study the fact and law enforcement experience of health services, the provisions of the health law; and 3) study the relationship between the individual's disability, parents of disabled persons, health personnel and related knowledge, use of legal rights and the reality experience with the health services of people with disabilities.


The mixed method of quantitative and qualitative research was conducted by mailing questionnaires to a targeted group, including people with disabilities, parents, doctors, nurses and health care personnel. Questionnaires were returned by the target population of 449 cases which were analyzed quantitative data by descriptive analysis with t-test, One way ANOVA and analyzed qualitative data with content analysis.


The results were shown that 1) the level of health legal knowledge and the right utilizing of the respondents was shown relatively moderate level (M=2.850, SD=0.865) 2) the level of the fact and law enforcement experience ofhealth servicesabouthealth legal knowledge and the right utilizingwas shown relatively moderate level (M=2.81, SD=0.744) 3) the level of knowledge and the healthright utilizingoverall classified by type of services, age, education, marital status, type of disability, level of legal knowledge and the right utilizing of health care were moderate level and 4) the level of the fact and experiences with health care services utilizing overall were classified by type of services, age, education, marital status, type of disability, level of legal knowledge and the right utilizing of health care were moderate level.


This study was recommended that the researcher should be further study into the participatory action research to response the problems about real situation in Thai disability people context.
