บทคัดย่อ

การศึกษาเรื่องการส่งเสริมอาชีพคนพิการทางสติปัญญาของโรงเรียนลพบุรีปัญญานุกูล จังหวัดลพบุรี มีวัตถุประสงค์เพื่อศึกษาความคาดหวังของผู้ปกครอง ชุมชน ท้องถิ่น และสถานประกอบการที่มีต่อการฝึกอาชีพ แนวทางการฝึกอาชีพที่เหมาะสมและสอดคล้องกับความสามารถของคนพิการทางสติปัญญา ตลอดจนแนวทางและรูปแบบการบริหารจัดการศูนย์ส่งเสริมอาชีพคนพิการทางสติปัญญาเฉลิมพระเกียรติเนื่องในโอกาสพระบาทสมเด็จพระเจ้าอยู่หัวฯ ทรงมีพระชนมพรรษาครบ 80 พรรษา

การศึกษาวิจัยประกอบด้วยการวิจัยเชิงคุณภาพ โดยใช้วิธีการสนทนากลุ่ม (Focus groups discussion) และการสัมภาษณ์เชิงลึก จำนวน 4 กลุ่ม คือ 1) ผู้บริหารในกระทรวงที่เกี่ยวข้อง 2) ผู้บริหารสถาบันที่เกี่ยวกับอาชีพของคนพิการทางสติปัญญา 3) ผู้นำองค์กรเพื่อคนปัญญาอ่อนและนักวิชาการ 4) ผู้ปกครอง เจ้าของสถานประกอบการและผู้เกี่ยวข้องกับคนพิการ กลุ่มละ 10 คน และการวิจัยเชิงปริมาณโดยใช้แบบสอบถาม กลุ่มตัวอย่าง ได้แก่ ผู้ปกครองของนักเรียน จำนวน 95 คน สถิติที่ใช้ ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ( ) และส่วนเบี่ยงเบนมาตรฐาน (S.D.)

ผลการวิจัยพบว่า ผู้ปกครองมีความคาดหวังให้สถานศึกษาฝึกทักษะนักเรียนพิการทางสติปัญญาในด้านทักษะทางสังคม ทักษะการช่วยเหลือตนเอง ลักษณะนิสัยที่จำเป็นต่อการทำงาน ทักษะด้านอาชีพ สำหรับแนวทางการฝึกอาชีพของคนพิการทางสติปัญญาควรใช้พื้นฐานจากงานอาชีพที่คนในครอบครัวหรือชุมชนดำเนินการอยู่เพื่อให้สะดวกในการสนับสนุนให้กลับไปสู่ชุมชน ส่วนแนวทางและรูปแบบการบริหารจัดการศูนย์ส่งเสริมอาชีพคนพิการทางสติปัญญาเฉลิมพระเกียรติเนื่องในโอกาสพระบาทสมเด็จพระเจ้าอยู่หัวฯ ทรงมีพระชนมพรรษาครบ 80 พรรษา คือ ให้องค์กรปกครองส่วนท้องถิ่นที่สามารถจัดตั้งงบประมาณสนับสนุนได้เข้ามามีส่วนร่วมในการสนับสนุนการบริหารงาน ควรบริหารจัดการในรูปแบบองค์กรนิติบุคคลลักษณะสมาคมที่เป็นองค์กรการกุศลเพื่อส่งเสริมอาชีพคนพิการทางสติปัญญา มีผู้จัดการที่ทำงานเต็มเวลา บุคลากรแยกส่วนกับทางโรงเรียนแต่เชื่อมโยงเป็นเครือข่าย ผู้บริหารโรงเรียนควรเป็นเลขานุการสมาคมโดยตำแหน่ง มีภารกิจส่งเสริมอาชีพคนพิการทางสติปัญญาไม่ใช่การเลี้ยงดูคนพิการ หรือเป็นสถานสงเคราะห์ที่รับเลี้ยงคนพิการ แต่มีภารกิจในการฝึกอาชีพ สาธิตการบริหารจัดการ วิจัย เพื่อให้เกิดรูปแบบการช่วยเหลือคนพิการทางสติปัญญาที่ยั่งยืน

Abstract

Introduction: This research aims to study the expectation of the guardians, communities localities and workplaces toward vocational training, appropriate vocational training guidelines that according with the capability of the mentally retarded persons as well as guidelines and management patterns of the center for vocational promotion for the mentally retarded persons to celebrate the 80th anniversary of His Majesty the King birthday.

Procedure: The sample of the qualitative research was divided into 4 groups using focus group discussion method. The main information givers consists of 10 insiders of ministry executives, 10 insiders of institute involved in the vocation of mentally retarded persons, 10 leader of the organization for mentally retarded persons and academics, 10 guardians, workplace owner and other involved in the mentally retarded persons. The In-dept interview was processed from 10 selected main information givers above to add up information and a set of questionnaires was processed with 95 students guardians. The data was analyzed to calculate percentage, mean ( ) and standard deviation (S.D.)

Findings:The guardians'expectation toward the skill training for mentally retarded persons are as follows: self help skills, and the character traits that needed for work, occupation skills: vocational training guidelines for the mentally retarded persons should base on the basic occupation employed in their families, communities which will be convenient to support. Guidelines and management patterns of the center for vocational promotion for the mentally retarded persons to celebrate the 80th anniversary of his Majesty the King birthday are the followings: the participation of the local organization that are able to allocate budget to support the management with should be in the form of juristic persons, having fulltime manager, the personnel should be separated from school, but linked as a network, the school administrator should be the secretary by virtue his/her office. Their tasks are to promote vocations for mentally retarded persons not to care for them. The organization may be an assistance place for disable persons but their main tasks are vocational training, demonstrating management, and researching which will be in a form of sustainable support for the mentally retarded persons.
