I graduated from the Teacher Training College on Social Sciences, particularly Lao Literature that more focused on Writing and Bachelor Degree on Spanish Language in the country; Diploma and Post graduate Diploma in TESOL from (UTS), Sydney, Australia; and Master Degree on Education Administration from the University of Rajabhat Udonthani, Thailand. I attended different 3-6 month trainings, for example, at UC, Davis and Colombia University, University of Oregon State, USA; Japan, Seoul, Brunei Darussalam, Singapore, Philippines, Viet Nam, Malaysia, Thailand relating to my job and responsibilities, etc. on external relations, exchange programme, communication, negotiation, project management, gender equality, inclusive education, special education, mother tongue based multi language education, vocational education…. Moreover, I also attended different Conferences, Forums, Workshops, Meetings and Study Visits on School Meals of some countries, for example, Japan, R. Korea, USA, Ghana, Mexico, Cambodia and Thailand. Currently, I am continuing my Ph.D. on Quality of Life Development for Persons with Disabilities at Ratchasuda College, Mahidol University under the CBIA-NORWAY scholarship.


I worked as a teacher at Primary and Upper Secondary Schools (Higher School) from 1977-1996. I have worked at the Ministry of Education and Sports since 1996 in the Department of Planning and External Cooperation, Department of General Education, the Inclusive Education Center as well as the Department of Pre-primary and Primary education as today. I managed and have been managed many projects which are relevant to the inclusive education concepts, for example, the Basic Education (Girls) Project that was ended in mid 2007, mainly focused on ethnic girls' education; UNICEF Project on Basic Education for Girls as well UNGEI on gender equality; being the key Gender Focal Point of the Gender Education Network in Asia (GENIA) under UNESCO Programme; the School Feeding Project in Lao PDR supported by WFP since 2002 which targeted Girls in remote areas; the National School Meals Programme (School Lunch) by applying the Concept of Home Growth School Feeding (HGSF) in the Public Schools in the remote areas started implementing from the school year 2011-2012; joint some projects such as was the Co-Advisor for the International Labour Organization-Women's Entrepreneurship Development and Gender Equality-ILO-WEDGE; Co-Director of the Capacity Building for Food Security and Better Nutrition Project supported by FAO; World Bank and SEAMEO joint project on Mother Tongue based Multi-language Education (MTB MLE) and today I am being a Board Committee for SEAMEO SEN; CRS projects: Learning and Engaging All in Primary School (LEAPS), and Right to Learn: An Inclusive Approach to Education, and also being the key secretariat of the Food Security and Nutrition on behalf of the Education Sector.


I was voted to be the President of Lao Women Union within the Ministry of Education for 10 years started from 1999 to 2009. I have led and conducted different researches and studies related to Girls and Gender Equality in Education, Ethnic Education, and Education for People with Disabilities including my thesis since 2000.


I have been appointed to my current post since early 2008 under the National Education System Reform. Moreover, the regularly tasks under the post, I am the key in leading the development of different legislations such as the National on Inclusive Education which was adopted by the Government in December 2010, the Strategy and Plan of Action on Inclusive Education as well was promulgated in December 2011; the Policy on Promoting School Lunch (2014); Action Plan on Promoting School Lunch-Draft (2016-2020); Action Plan and Guideline on Special Education in the country from 2016-2020; the Education Sector Capacity Building on Gender Equality and Inclusion Plan 2016-2020; the Ethnic Boarding School Principle, Policy and Regulation which were endorsed 2014, due to being assigned to responsible for the entire Ethnic Boarding Schools in the country in terms of administration and management to make sure the provision of quality education to ethnic groups taken place.


Moreover I lead the Master Trainers in developing the Training Manuals on IE Basic Special Education, Food Security and Nutrition Education. I am the key facilitator or resource person of IE and Basic Knowledge on Education for Learners with Disabilities Training Workshops for the IE Network Members including the Universities and Teacher Training Colleges in the whole country.
