ฟื้นฟูสมรรถภาพคนพิการ ของสถานีอนามัย ในจังหวัดนครปฐม

บทคัดย่อ

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาสถานการณ์ ปัญหา และความต้องการ ในการบริการฟื้นฟูสมรรถภาพคนพิการของสถานีอนามัย ในจังหวัดนครปฐม กลุ่มประชากร 2 กลุ่ม คือ กลุ่มคนพิการและกลุ่มหัวหน้าสถานีอนามัย ในจังหวัดนครปฐม การเก็บรวบรวมข้อมูลกลุ่มคนพิการใช้แบบสอบถามและกลุ่มหัวหน้าสถานีอนามัยใช้แบบสัมภาษณ์เจาะลึก สถิติที่ใช้วิเคราะห์ข้อมูล คือ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน ค่าสัมประสิทธิ์สหสัมพันธ์ของเพียร์สัน และการวิเคราะห์ข้อมูลแบบอุปนัย

ผลการศึกษา พบว่าคนพิการไม่สามารถเข้าถึงบริการเยี่ยมบ้านและไม่ได้รับเครื่องช่วยคนพิการมากที่สุด โดยพบปัญหาการขาดความรู้เรื่องสวัสดิการที่จะได้รับจากภาครัฐและปัญหาเศรษฐกิจ และมีความต้องการด้านเจ้าหน้าที่ผู้ให้บริการมากที่สุด ส่วนระบบบริการฟื้นฟูสมรรถภาพคนพิการของสถานีอนามัย ด้านทรัพยากรคือบุคลากรขาดทักษะ ขาดงบประมาณและอุปกรณ์สนับสนุน ด้านการจัดการคือไม่มีการวางแผนและการประเมินผล ด้านบริการคือไม่มีแนวทางการให้บริการและการประสานงานกับหน่วยงานอื่น ผลลัพธ์ของบริการที่คนพิการไม่สามารถเข้าถึงบริการ ได้แก่ การรักษาพยาบาล การทำกายภาพบำบัด การส่งต่อ การเยี่ยมบ้าน และเครื่องช่วยคนพิการ

Abstract

The objectives of this research were to study of Situation, Problems and Needs for rehabilitation services for people with disabilities of health stations in Nakhon Pathom Province. The samples were divided into 2 groups including people with disabilities and heads of health stations in Nakhon Pathom Province. Questionnaires were used to collect data from the people with disabilities while in-depth interview was applied to the chairpersons of health stations. Then the data was analyzed by several statistics such as frequency, percentage, mean, standard deviation Pearson's product moment correlation coefficient and analytic induction.

The results indicated that the people with disabilities did not access home visiting program nor received any equipment for them. Besides, they lacked knowledge in welfare which they deserved from government sector. They also suffered from economic problem and mostly needed health care providers. For the rehabilitation system of people with disabilities, there were more problems with unskilled personnel, insufficient budget and equipment. For the management, there was no plan and evaluation. For the services, there was no resolution towards the service and coordination with other agencies. Therefore, the people with disabilities could not access to the necessary services consisting of medical treatment, physical therapy, patient referral, home visiting and assistive equipment.
